The dissertation is devoted to the development and application of information and mathematical tools for supporting economically justified decision-making in the higher education quality management system. The relevance of the research is determined by the transformation of the educational services market, the rapid growth of knowledge, Ukraine’s integration into the European educational area, the impact of martial law and migration processes, as well as the need to improve the compliance of educational programs with current labor market requirements. An important factor is the strengthening relationship between the quality of educational services, the competitiveness of graduates, and the economic stability of the state. The dissertation examines theoretical and practical aspects of higher education quality management in the context of the information economy. Modern trends in reforming the higher education system are analyzed, key factors influencing the formation of the quality assurance system are identified, and the necessity of integrating educational, scientific, and managerial processes is substantiated. It is established that the effectiveness of higher education institutions depends on the consistency between educational programs, learning outcomes, and employers’ requirements. The dissertation presents a comprehensive study of the intellectual product domain of higher education institutions and proposes approaches to its formalization and modeling. An information model of the domain based on metadata and hierarchical data structures is developed, enabling the formation of multi-level information repositories. Mathematical methods, including set theory and relational algebra, are applied to formalize the domain and construct a mathematical model of a higher education institution, as well as to identify key factors influencing education quality. An objective function for evaluating educational performance and methods of quality management considering system entropy, information uncertainty, and expert evaluations are proposed. Special attention is paid to the task of identifying and selecting academic disciplines that influence the accreditation level of educational programs. Algorithms for comparing curricula and educational documents of different levels are proposed, together with methods of semantic analysis, clustering, and expert evaluation to ensure effective transitions between educational levels. The dissertation also develops an approach to labor market analysis and adaptation of educational programs to modern requirements using unsupervised machine learning methods. This approach enables automatic categorization and structuring of unformalized professional textual data, identification of relevant competencies, and forecasting of promising employment directions. An information-analytical platform for higher education quality management is designed, providing data collection, processing, analysis, and visualization, as well as the generation of quality metrics and analytical reports to support managerial decision-making. The proposed mathematical apparatus allows the analysis of correspondence between the number of graduates and labor market demands while considering competencies defined by educational programs. Practical testing of the platform over four years using economic and IT specialties confirmed the existence of an imbalance between labor market demand and the supply of specialists, as well as insufficient alignment of graduates’ competencies with employers’ requirements. Predictive analysis demonstrated the possibility of using the platform to forecast labor shortages and improve educational programs. The working hypothesis of the study is that a market-oriented approach to educational program development and the use of an information-analytical platform improve the compliance of graduates’ competencies with current professional requirements. The use of semantic and syntactic analysis methods contributes to more accurate classification of professions and the formulation of recommendations for updating educational content. The practical significance of the research lies in the creation of information and analytical support tools for higher education quality management, enabling the monitoring of labor market trends, forecasting demand for specialists, and improving educational programs according to employers’ requirements. The research results have been implemented in the educational process of National University «Odesa Polytechnic» during the development of educational programs, methodological materials, and professional courses. The proposed models and methods can be used by higher education institutions to improve the quality of specialist training and ensure graduates’ competitiveness in the modern labor market.
