The dissertation is devoted to a comprehensive study of the organizational and legal foundations of interaction among public authorities within Ukraine’s national security system in the context of contemporary security challenges, European and Euro-Atlantic integration, as well as to substantiating directions for improving the relevant public administration mechanisms.
The study provides a theoretical and methodological understanding of the interaction among public authorities within the national security system. The evolution of scientific approaches to this issue is analyzed, and a periodization of the historical stages in the development of interaction among public authorities in the field of national security is proposed. The conceptual and categorical framework of the study is clarified and systematized, and the author’s approaches to interpreting the concepts of “interaction among public authorities within the national security system” and “public authority in the field of national security” are formulated. The essence, principles, forms, and methods of such interaction are also defined.
The current state of regulatory, legal, and institutional support for interaction among public authorities within Ukraine’s national security system is examined. It is established that the current system of legal regulation is characterized by fragmentation, insufficient coherence, and the need for improvement in view of current threats to national security. The expediency of amending the Law of Ukraine *On National Security of Ukraine* by introducing regulatory provisions defining the principles and forms of interaction among security and defense sector bodies is substantiated. A classification of public authorities within the national security system according to a range of criteria is provided, and their powers in the field of national security are systematized.
The dissertation identifies the key problems affecting the functioning of the studied system, including institutional fragmentation, an insufficient level of interagency coordination, limited integration of information and analytical resources, and an underdeveloped culture of interagency cooperation. An analysis of international experience in organizing interaction among public authorities in the field of national security is conducted, leading to the identification of centralized, decentralized, and mixed models of organizing relevant governance processes.
Directions for improving interaction among public authorities within Ukraine’s national security system are proposed, including the establishment of specialized coordination structures under the National Security and Defense Council of Ukraine, the development of an integrated national information and analytical system, the strengthening of the institutional culture of interagency cooperation, the adaptation of international experience in the training of public administration personnel, and the harmonization of national security standards with the approaches of the European Union and NATO. Particular attention is paid to the prospects for improving interaction among public authorities in the context of Ukraine’s post-war recovery.
The findings of the study have both theoretical and practical significance for the development of public administration science, the improvement of the regulatory and legal framework governing the activities of public authorities in the field of national security, and the enhancement of interagency coordination effectiveness in the face of contemporary security challenges.
