Essay

The dissertation is devoted to the development of theoretical provisions and practical recommendations for forming a comprehensive approach to the organization and management of railway passenger transportation in Ukraine under conditions of structural transformation of the industry and increasing competition in the transport services market. The relevance of the topic is determined by the crucial role of railway transport in ensuring the mobility of the population and maintaining socio-economic ties. At the same time, the functioning of the railway passenger complex is characterized by systemic problems, including unprofitability of transportation, state regulation of most tariffs, significant depreciation of the material and technical base, inconsistency of regulatory support with the modern management structure, and incompleteness of reform processes. International experience in organizing and managing railway passenger complexes was generalized and systematized. It was established that, despite the absence of a universal reform model, most countries feature the separation of business segments by activity areas, division of functions between passenger service in trains and rolling stock maintenance, as well as specialized units for organizing logistics, multimodal, and tourist transportation. A key result was the systematization of problems of the railway passenger complex by internal and external environment components, forming the basis for determining directions of further development and improving the quality of passenger transportation. The classification of passenger trains was improved: the category of night passenger trains was redefined as long-distance, a category of tourist trains was introduced, their compositions were clarified, and categories of trains were identified that may include postal, baggage, postal-baggage, and automobile transport wagons. A new organizational structure model for managing the passenger complex was proposed, envisaging the creation of an integrated carrier – JSC “National Railway Passenger Company” – with clear distribution of functions, resources, and responsibilities among its divisions. A business model of the passenger company’s functioning and a model of interaction among its structural divisions in organizing the transportation process were developed, based on aligning consumer segments with activity types of the passenger complex. A unified technological process of organizing railway passenger transportation on the principles of process management was formed, regulating the sequence of operations and delineating zones of responsibility among divisions. An algorithm for forming the passenger train route network on principles of self-sufficiency was proposed, considering instability of state support for socially important transportation and the need to eliminate cross-subsidization of passenger transportation at the expense of the freight segment. Directions for developing the passenger complex through cost optimization and expansion of commercial activity segments were substantiated. The prospects of developing railway tourism, logistics services (transportation of baggage, cargo-baggage, mail, and automobiles), and use of infrastructure facilities for additional services were identified. Special attention was paid to the development of narrow-gauge railways (mainline and children’s) as components of tourist infrastructure. To enhance efficiency and competitiveness of Ukraine’s transport system and bring it closer to international standards of transportation quality and service, the necessity of developing multimodal passenger transportation and creating hubs – transport interchange nodes – based on railway stations was substantiated. The expediency of expanding digital technologies and implementing an ERP system for integrated resource management of the railway passenger complex was determined.
