The dissertation is devoted to the theoretical substantiation and development of scientific and practical proposals aimed at improving the instruments, methods, and measures for regulating agricultural markets and food provision in Ukraine under extraordinary challenges (with particular reference to aquaculture as a specific type of agricultural activity). The underlying imperatives of the study include the growing role of aquaculture in ensuring food and national security, intensified global competition in the fish and seafood market, and ongoing transformations in the agricultural policies of Ukraine and the European Union.
It is substantiated that contemporary global and national agricultural markets generate new requirements for food-related sectors, particularly aquaculture. Against the background of depletion of natural stocks, climate change, and increasing environmental risks, aquaculture has become a key driver of growth in the supply of protein products and, consequently, a strategic direction for the development of Ukraine’s fisheries sector. It is demonstrated that the effectiveness of transformations in the sector largely depends on the quality and coherence of public policy, regulatory instruments, transparency of access mechanisms to aquatic biological resources, foreign economic activity, the functioning of
the fish feed market, and the degree to which the consequences of martial law are taken into account.
The scientific and practical approaches developed in the dissertation are aimed at forming an integrated system of public policy in the field of aquaculture, ensuring a balance between economic efficiency, environmental sustainability, and social responsibility. The proposed measures can be used as a basis for strategic planning of
sectoral development, improvement of the regulatory framework, and enhancement of the competitiveness of the national fish and aquaculture market.
Thus, the results of the dissertation research provide a scientific foundation for the further development of the theory and practice of regulating agricultural markets and food security in Ukraine, particularly in terms of the development of aquaculture as a strategically important segment of the agricultural economy.
