The dissertation is devoted to improving theoretical and methodological approaches and forming applied tools for managing the infrastructure of the grain market of Ukraine, ensuring systemic coordination of infrastructure elements (storage, transportation, logistics, and port services) with the parameters of market functioning and the institutional environment under wartime challenges and global uncertainty.
The first chapter generalizes theoretical and methodological approaches to the essence of grain market infrastructure, clarifies its economic content and classification of structural elements. A conceptual model is constructed integrating the land-resource base, institutional environment, and logistics infrastructure as a single mechanism, enabling identification of bottlenecks in producer-state interaction. International experience is systematized through key development models. The expediency of implementing a "hybrid-transit model" for Ukraine — combining logistics route diversification, digitalization of market processes, and strengthened state regulatory capacity — is substantiated.
The second chapter provides a comprehensive analysis of the current state of Ukraine's grain market infrastructure, examining its structure, functional elements, and key development trends. Disproportions between infrastructure development and regional production potential are identified. Based on the integration of principal component analysis (PCA) and the analytic hierarchy process (AHP), 24 regions are classified into four typological groups. The absence of a statistically significant relationship between production potential and infrastructure provision (r = 0.051) confirms structural imbalances. Economic-mathematical modeling quantitatively confirms the significant impact of infrastructure provision on market performance, substantiating the need to prioritize infrastructure investments.
The third chapter substantiates strategic directions for improving infrastructure management according to regional typological features. Differentiated approaches for different regional groups are determined, ensuring effective allocation of investment resources. Mechanisms for logistics route diversification are developed, including alternative export corridors, border infrastructure modernization, and digital logistics solutions. Methodological recommendations for assessing management efficiency are formed using performance indicators and gap analysis, approbated on the example of Kharkiv region.
Results can be applied by the Ministry of Agrarian Policy, Ministry of Infrastructure, and regional administrations in developing grain market programs, and in teaching “Regional Economics,” “Strategic Management,” “Logistics,” “Public and Regional Administration,” “Infrastructure of Entrepreneurial Activity,” as well as in writing qualification works.
