Essay

The dissertation is dedicated to establishing the theoretical and methodological foundations and practical tools for the mechanism of digital transformation of the national economy, taking into account international best practices, the European integration trajectory, and Ukraine's post-war recovery initiatives. The relevance of the study is substantiated in light of global technological change, the Russian Federation's military aggression, and Ukraine's accelerated EU integration commitments. Digital transformation is shown to be a fundamental structural factor of economic development that simultaneously generates systemic risks—digital inequality, cyber threats, monopolisation of platform markets, and regulatory deficiencies in artificial intelligence and data—necessitating a comprehensive management mechanism. The essence of digital transformation is characterised as a multidimensional process of institutional and technological change. Through critical analysis of foreign and domestic approaches, a generalised logic of digital transformation is formulated as a system of recursive feedback loops; it is established that disparities between the rates of technological and institutional change are a key source of systemic risks. Digitalisation is substantiated as an independent organisational-economic category, and a conceptual model is developed integrating the core category (data as a production resource), the operational mechanism, environmental factors, and a multi-criteria performance measurement system. A hierarchical system of digitalisation priorities is proposed, in which the foundational level (infrastructure, digital skills, institutional trust) provides the prerequisites for the effectiveness of the application level. The digitalisation experience of EU member states is systematised (DSA, DMA, DGA, NIS2), identifying three trajectories of digitalisation. Based on an analysis of G7 strategies, a mechanism architecture of eight components organised around three cores (platform, trust, implementation capacity) is developed, along with a "trade-off triangle" (innovation–openness–trust). The concept of resilience-driven digital transformation for Ukraine is substantiated, comprising six contour-functional pillars. Analysis demonstrates Ukraine's unique experience of transformation under extraordinary conditions: preservation of over 85% of IT-sector capacity, deployment of the "Diya" ecosystem, and cyber resilience of critical systems. The role of networked digital infrastructure of commodity markets is substantiated, and its multi-level architecture is developed, in which interoperability enables scaling without concentration of market power. Correlation analysis (Pearson's coefficient) confirms a positive relationship between the level of digitalisation and the SDG index; the system linking digitalisation and sustainable development is refined. The organisational-legal framework for digital transformation under post-war recovery is enhanced (platforms DREAM, Advantage Ukraine, e-Permit). The role of official statistics as an infrastructural backbone of regulation is characterised, with a transition to multi-source statistics (GSBPM, record linkage, SDMX). A system of public-private partnerships for digital projects is developed based on three financial mechanisms. The practical significance of the findings lies in their applicability to the development of the Digital Transformation Strategy, the drafting of regulatory acts under the Ukraine Facility program, and the establishment of a system of indicators for monitoring the sustainable outcomes of digitalisation.
