The dissertation is a comprehensive study of the administrative and legal principles of strategic planning in public administration carried out on the basis of a multifaceted analysis of the legal and regulatory framework governing the activities of state authoritative bodies in Ukraine in the context of the need for further development and improvement of the system of strategizing in various spheres of social life.
The Introduction substantiates the choice and relevance of the selected topic, defines the object and subject of the research, the objectives, the methodological and theoretical foundations of the research, and the research methods. It further elucidates the scientific novelty of the obtained results and the personal contribution of the applicant, as well as provides information on the approbation of the research findings.
The relevance of the topic of the dissertation is determined by the need for proper applied juridification of strategic planning in public administration, the legal nature of which is manifested not in the mechanical determination of individual goals of public authorities, but in the legal formalization of long-term goals of state development, the consolidation of the competence of public administration entities, the establishment of procedures for the preparation and implementation of strategic documents, as well as the formation of mechanisms of responsibility for the achievement or non-achievement of the defined results.
The object of the study is the complex of social relations that arise in connection with the introduction and implementation of strategic planning in public administration on the basis of the forms and means of administrative and legal regulation.
The subject of the dissertation is the complex of administrative and legal norms regulating relations concerning the support of strategic planning in public administration, as well as the practice of legal regulation in this sphere of social relations formed against a background of the current socio-economic, political, legal, and security conditions of development of Ukraine.
The study aims to determine the administrative and legal principles for the introduction and implementation of strategic planning in public administration under the current conditions of Ukraine’s socio-economic, political, and security development.
The First Chapter ‘Theoretical and Legal Foundations of the Study of Strategic Planning in Public Administration’ clarifies the theoretical and legal principles of strategic planning as a component of public administration. The historical evolution of the concept of ‘strategy’ is revealed. It is determined that this concept was initially formed in the military sphere but was later adapted to civil administration, corporate management, and public administration. It is established that in the sphere of public administration, strategy should be connected not with commercial benefit, but with the public interest, constitutional values, national security, socio-economic development, state resilience, and the long-term needs of society.
The author’s definition of strategic planning in public administration is proposed as an administratively and legally ordered complex of activities of public administration entities aimed at the formation, normative consolidation, resource provision, implementation, monitoring, and adjustment of long-term goals of state development. It is proved that strategic planning is a complex function of public administration which covers not only the definition of future goals, but also the construction of organizational, legal, financial, and information and analytical mechanisms for their achievement. A separate distinction is made between strategic planning and long-term, operational, and business planning.
