The dissertation is a comprehensive scientific study devoted to determining the essence, content, and structure of the legal support of public information management in Ukraine, developing the concept of the said legal support in the context of sustainable development, European integration, and digital transformation, as well as developing a scientifically sound approach and recommendations for its implementation and improvement. For the first time, the concept of the legal support of the PUIS of Ukraine is proposed and substantiated, the main provisions of which establish: 1) the definition of the concept of “legal support of public information management in Ukraine”; 2) a holistic vision of the purpose of the legal support of the PUIS of Ukraine using the “goal tree; 3) the classification of the functions of the said legal support through the prism of considering law as an instrument of social integration and stabilization; 4) an approach to determining its structure. For the first time, the model of the legal support of the PUIS of Ukraine is substantiated, the formation of which: 1) is based on the author’s concept of the said legal support; 2) provides for the determination of the necessary conditions for its use; b) awareness of the dynamics of social changes, which affects the understanding of the concept of "public administration; c) implementation of the "Principles of Public Administration" of the SIGMA program; d) awareness of the role of the information sphere of Ukraine; 3) provides for the establishment of sufficient conditions for the use of the model; b) use of a systemic form of organization of legal support for the Public Administration of Ukraine. For the first time, a concept of the formation of sources of law, including legal sources of law as a component of the model of legal support for the Public Administration of Ukraine, has been developed, the main provisions of which: 1) proceed from the awareness of the need to revise the understanding of the nature of law and sources of law in connection with the transformation of state administration into public administration (good governance); 2) take into account the concept and model of legal support for the Public Administration of Ukraine; 3) defend the position of "pluralism of sources of law", which are determined by different concepts of legal understanding, each of which makes its own contribution to the understanding of the nature of law and sources of law; 4) determine the expediency of using the concept of inclusive legal positivism, which has an integrative nature - natural-law substantive elements related to fundamental human rights are introduced to the generally binding legal form, and public needs and public interest are added as sources of law of the concept of solidarity; 5) determine two stages of the formation of sources of law and legal sources of law, in particular, which differ in the level of digital transformation of society; accordingly, a list of formal (legal) and informal sources of law is established for each stage and the need to adapt the classical principles of legal positivism to the conditions of the digital era is taken into account - a gradual transition to digital positivism; it is envisaged to expand the list of informal sources of law (smart contracts, blockchain, technical standards, codes, algorithms, digital protocols, etc.) and use the ideas of analytical jurisprudence to build legal models of AI law (artificial intelligence law).
