The dissertation research is aimed at solving an important scientific problem related to the theoretical substantiation and further development of methodological foundations for managing human resource capacity development in healthcare organizations under conditions of economic and social transformation.
The dissertation represents a comprehensive study of the problems of formation, assessment, and development of human resource capacity in healthcare organizations. The research combines a theoretical substantiation of the essence of human resource capacity, an analytical assessment of the efficiency of its utilization, and the development of conceptual approaches to improving personnel management in the healthcare sector.
In the context of the transformation of the healthcare system of Ukraine, the reform of healthcare financing mechanisms, the expansion of managerial autonomy of healthcare institutions, the digitalization of management processes, and the intensification of workforce-related challenges, the issue of effective management of human resource capacity development in healthcare organizations has become particularly important. Human resource capacity is a key strategic resource of healthcare organizations that determines the quality of healthcare services, the effectiveness of healthcare institutions, their competitiveness, and their ability to adapt to changes in the external environment. At the same time, the current state of the healthcare system is characterized by shortages of medical personnel, migration of highly qualified specialists, professional burnout among healthcare workers, uneven workforce distribution across regions, and the need to improve the efficiency of human resource utilization. Under such conditions, the formation of an effective system for managing human resource capacity development capable of ensuring workforce resilience, improving the performance of healthcare organizations, and enhancing the quality of healthcare services becomes particularly relevant.
The first chapter of the dissertation examines the theoretical and methodological foundations of managing human resource capacity development in healthcare organizations. Scientific approaches to the interpretation of the categories “management,” “development,” “human resource capacity,” and “management of human resource capacity development” are generalized and systematized. The multidimensional nature of human resource capacity is substantiated as a complex socio-economic system integrating professional competencies, educational qualifications, motivational characteristics, innovative capabilities, and the adaptive potential of personnel. The generalization of scientific approaches made it possible to develop a comprehensive conceptual framework for managing human resource capacity in healthcare organizations based on the integration of resource-based, competency-based, systemic, and strategic approaches.
Within the framework of the study of theoretical aspects of human resource capacity management, scientific approaches to assessing the effectiveness of personnel management in healthcare were generalized. International experience in human resource management in the European Union, the United States, and Canada was analyzed, together with the recommendations of international organizations, including the World Health Organization (WHO), the Organisation for Economic Co-operation and Development (OECD), NHS England, and the HRH2030 Program, regarding workforce policy development, professional staff development, and the enhancement of workforce resilience in healthcare organizations.
Particular attention was devoted to the study of factors influencing the formation and development of human resource capacity in healthcare organizations. Economic, socio-demographic, organizational, institutional, and technological factors determining the level of workforce provision, professional staff development, and the efficiency of human resource utilization were systematized. The necessity of forming an integrated human resource management system taking into account contemporary trends in healthcare reform was substantiated.
The second chapter of the dissertation develops the analytical and methodological framework for assessing the effectiveness of human resource capacity development management in healthcare organizations. A comprehensive study of the current state of workforce provision in the healthcare system of Ukraine was conducted, and the main trends in its development were identified. It was established that the current state of human resource capacity is characterized by structural imbalances among different categories of healthcare personnel, uneven workforce provision, a high level of workforce migration, and the necessity of strengthening mechanisms for professional development.
