Leshyk S. The Formation of Information Policy under the Conditions of Ukraine’s European Integration

The relevance of the dissertation research topic is determined by the following factors: 1. The geopolitical subjectivity of Ukraine: In the conditions of war and the progress of European integration, information policy ceases to be merely a sphere of communication, transforming into a key instrument for establishing Ukraine as a full-fledged political subject in the European security system. 2. Fulfillment of the European Union membership criteria: Ukraine’s acquisition of the status of a candidate for European Union membership requires full synchronization of information standards with European ones (in particular, regarding media ownership transparency and freedom of speech), which is a direct prerequisite for opening negotiation chapters. 3. Protection of democratic values: Information policy is the foundation for protecting European values in Ukraine, as it counteracts authoritarian methods of information governance and contributes to the formation of an open political discourse. 4. Hybrid resilience: In the context of the armed aggression of the Russian Federation, the information sphere has become a frontline; successful integration into the European information space is a way to strengthen collective security and exchange experience in combating disinformation. 5. Institutional transformation: Reforming state authorities responsible for the information sphere requires a new political science understanding of their role as conductors of European standards. 6. Formation of a shared identity: Information policy is the main instrument for overcoming postcolonial narratives and establishing a common European political identity of Ukrainian society. 7. Digital sovereignty: The rapid development of technologies requires Ukraine’s political participation in the creation of the European Union Digital Single Market, which is part of a broader integration strategy.
