Essay

The dissertation develops theoretical and methodological provisions and practical recommendations for improving the mechanisms of emergency management decision-making in the information technology sector under uncertainty. The relevance of the research stems from the growth of the digital economy, increasing technological dependence of business processes on information systems, and the need to ensure the continuity of IT companies amid high risks, cyber threats, technical failures, personnel constraints, and other crisis factors. Scientific approaches to interpreting “management decision”, “emergency management decision”, “uncertainty”, “risk”, and “decision management tools” are generalized. The limitations of classical approaches based on sufficient information, environmental stability, and predictable consequences are established for modern IT companies that require rapid responses under incomplete information. The conceptual scope of emergency decision management tools in IT is improved by defining them as an integrated adaptive system of information and analytical, algorithmic, organizational, communication, and cybersecurity mechanisms connected with the enterprise’s digital infrastructure. This approach covers threat detection, development and evaluation of alternatives, decision selection and implementation, and subsequent adjustment. A conceptual mechanism for emergency management response is improved by combining strategic and operational management levels. It includes environmental monitoring, risk identification, development of alternatives, selection of managerial actions, performance evaluation, and organizational learning. The mechanism enables crisis-response experience to be accumulated and transformed into new organizational competencies. The factors affecting emergency decision effectiveness are identified: information quality, personnel competence and stress resilience, resource availability, technological readiness, and organizational capacity for adaptive thinking. The need to combine digital decision support systems, analytical data, expert assessment, and managers’ practical experience is substantiated. A behavioral decision-making model for IT employees is improved by incorporating the human factor and its information support. The functioning of Ukrainian IT companies under martial law is examined. The primary criteria for emergency managerial choice are determined as risk minimization, information reliability, autonomy of action, resource availability, and continuity of critical processes. Response speed should be evaluated together with information reliability, decision feasibility, and potential risk. A methodological approach to modeling management decisions in IT is improved by considering digital maturity, technological flexibility, cyber-risk level, information availability, and the urgency of the situation. The approach enables a comprehensive assessment of a crisis event, selection of an appropriate response algorithm, and greater adaptability of managerial actions. The author’s FAST-R model for forming emergency management decisions is developed. It includes assessing situation criticality, prioritizing alternatives, integrating information, resource, organizational, and technological support, using digital decision-support tools, and adaptively adjusting managerial actions. The model creates a coherent process from crisis detection to decision implementation and performance evaluation. The practical significance of the results lies in their application by IT enterprise managers, crisis management and information security units to develop emergency response and risk management systems, maintain business-process continuity, and strengthen digital infrastructure resilience.
