Object of research - enterprise activity. The purpose of the research - reaching of genesis, and essence of the plant, regularities and feature of its development. Methods and device of research - methods situational, logical - structural, comparative analysis, method of hierarchical decomposition. Thoretical results and the novelty - is justified system of quality and quantitative criteria of a ratio of the plants to a category of small business; the principles of forming of politics of assistance to a development of the plant are formulated; the basic directions of improvement of state system of support of business are offered.
