3. Object of research: essence, structure and main directions of foreing investments forming and functioning under the conditionsof market transformations. Purpose of research: to develop scientific and conceptual fundamentals of the effective state's investment policy forming under the condition of Ukraine economy in transition. Methods of research: Dialectical method of cognition. Complex and system analysis of economic categories, processes and phenomena within international economic relations' dynamics; historical method, analysis and synthesis, abstraction, deduction induction, methods of logical and comparative analysis. Results: The author's definition of category "foreign investments" is proposed; economic mechanism of foreign investment attraction in economy in transition are developed; proposed; strategic approaches to investment environment forming are proved; determined the entity of the state policy in the process of foreign investment; the basis for regional features based on the analys is of foreign investments' forming and using is given; economic and mathematical approach to estimation the positive investment decision making criteria is improved. Novelty: the theory of foreign investment's attraction has got the further development, their place in economic relations in economy in transition is defined; new trends of foreign investments' dynamics are defined; the conception of dynamical interrelation between foreign investments and transformational market processes, the constituent effect of foreign investment's attraction is determined; socio-economic entity of government control of foreign investment is determined; the features of regional foreign investments' attraction based on the new system of actions implementation via legal and tax systems' improvement.
