The dissertation is devoted to researches of a condition of Telecommunications in the Kharkov management, to his comparison to a condition in the advanced countries, development of the concept and plans for development of management, development of methods and the techniques directed on the analysis of quality of use of those or other decisions on reorganization of regional system of communication, on search and a presence of optimum ways of perfection and development of a communication facility with the purpose of the decision of a complex problem of introduction of modern telecommunication technologies. Use in the dissertation of methods of the analysis and synthesis represent and adapted with reference to region and structure of a city network of a technique. These methods have found application at a choice of a line for a transport ring within the limits of city in view of an arrangement of communication centers and other elements, at a substantiation of inclusion in this ring, with the purposeof increase of stability, membranes. The special attention is given technology xDSL. Examples of practical application of the developed methods for increase of quality indicators of a city network of Kharkov are given.
