Essay

The essentially new one-parameter cascade-stochastic model of multiple hadrons production in inelastic (pp- and pp-interactions at high energies is offered. In this model inclusive rapidity distributions of secondary hadrons as input data are used. On the basis of the offered model for the first time are determined the conditions of Polyakov's scaling occurrence of multiplicity hadrons distributions at ISR-energies and at energies more than (s=10 TeV and its complete violation in the range of -energies, and also character of an asymptotic behavior of the relative cumulant moments on rank and maximal observable multiplicity at an energy (s =14 TеV.
