Essay

Object of the study is the process of raising the efficiency of an industrial region on the basis of the manpower potential usage. Objective of the study is elaboration of methodical provisions and practical recommendations on raising the enterprises efficiency on the basis of improvement of methods used for the industrial manpower potential usage under transformation economy. Methods of research include methods of complex analysis and synthesis, formal and dialectical logic, system approach, comparison, functional-cost analysis, expert estimation. Theoretical and practical results consist in determination of essential features of the present social and economic state, of causes that led to instability and of the basic directions in formation of the industrial potential under transformation; in working out of methodological and organisational provisions for the strategy of the manpower potential usage in the regional industry; in improvement of the organizational and economic mechanism of the manpowerpotential usage. The novelty is in that methodical approaches to formation of the stable working collectives during market transformations in the regional industry have been developed; expediency of the middle class formation has been grounded; system of incentives to efficient production of industrial workers has been created; recommendations have been elaborated which concern emergence of the worker-owner in the process of reforming the state property as well as usage of private and collective investments in production development. Introduction degree: the state-owned enterprise "Atryomsol"; executive committee of Artyomovsk municipal council in the Donetsk region. Sphere of application covers enterprises, regional state administrations.
