Kudinov D. Modeling of mechanisms of management of state financial assets in region

Object of research: processes of advance control of obligations, current payments control, use of tem-porarily free monetary funds and cash flows of re-gional Treasury Administration (TA). Purpose of research: to increase the efficiency of management system of regional TA's functional activity at the expense of models and mechanisms that improve qualitative and quantitative indexes of controlling functions, efficiency and authenticity of accounting data processing. Methods of research: system analysis, economic and mathematical modelling, in-formation technologies. Results: peculiarities of re-gional TA's and its departments' functional activity under current economic conditions were explored; existing approaches to organization of banking sys-tem using modern communications facilities, tech-nologies of information collection, processing and efficient presentation with computer technologies were analyzed; conception of regional TA manage-ment system functioning organization using ideas of reengineeringand new information technologies was developed; following models were designed: ad-vance control of obligations and current control of payments; tender estimates of suppliers; structure of economic and information system of regional TA as the set of subsystems of data processing, information management system, decision making support sys-tem and dynamic model of its components' function-ing were developed; new approach to foundation of virtual TA using joint resources of contractors and regional TA was proposed; number of methods to increase the qualification of regional TA employees using distance learning were considered. Novelty: conception of regional TA management system func-tioning organization using ideas of reengineering and new information technologies; models of mecha-nisms of functional activity management system at regional TA, designed using set-theoretical ap-proach, operation research methods; model of virtual TA; structure of economic information system of regional TA.
