The object - process of an embodiment of methods of optimum control with the purpose of a configuration of structure and maintenance of stability of algorithms of functioning of telecommunication systems. The purpose - improvement of methods of network management, elements and communication facility. The methods - theory of complex(difficult) organizational technical systems, elements of the system analysis, applied mathematics, methods of optimization, mathematical statistics, theory of probabilities, theory of mass service, theory of estimations and management; methods of acceptance of the optimum and intellectual decisions; mathematical modeling on the computer of separate fragments of telecommunication systems and their modes. Novelty - according to technologies TMN, TINA are proved and the methods of management of elements and telecommunication networks with the account distributed of a network, presence of delays of management and other restrictions are chosen; are developed and the mathematicalmodels of the distributed managing telecommunication systems with use of linear and cubic spline-functions are analysed; the choice most effective for tasks of management of methods of measurement, control and to make an estimation of parameters both modes of network elements and telecommunication systems is carried out), their quality is investigated; the technique is developed and the analysis of quality of tasks of management of information flows in the appropriate directions of connection with the account not stationary of the traffic, delays and segmentation in floating windows of buffers is carried out. The introduced - in research work " Парус - 1 " (№197 - 1), where was found by displays the analysis and synthesis of algorithms of management in telecommunication systems, and research work " Сфера "(№ 01-97) where the author has placed the materials concerning the analysis 2-зhase of system of mass service.
