The objects accounting and financial reporting of local budgets are. The improvement of the accounting and financial reporting of revenues and expenses of local budgets in conditions of the accounting reform in Ukraine under the International Accounting Standards of Public Sector is proposed. The methods of induction and deduction, the system analysis, the statistical and comparative analysis, the modeling, the planning and prediction, the sampling, the grouping, the summarizing have been used. There have been defined the improvement of accounting revenues and expenses different levels of local budgets. There have been defined the contents and structure of financial reporting of local budgets. There has been proved methodic of cash flows state of local budgets. The results have been inculcated into the financial, audit, budget institutions and into teaching methods in higher educational establishments. The field of using is the economics.
