Rudnyev A. State Regulation of Energy Consumption in the Recreational Zone of a Megapolis (using the data of the Kharkiv region)

The object of the research of the thesis is the process of energy consumption in a recreational zone of a megalopolis. The purpose of the research is the development of conceptual bases of improvement strategic and indicative planning in system of state regulation of energy consumption of a sires of the agricultural goods in a recreational zone of a megalopolis for preservation and increase of its recreational potential in a context of preservation of labour potential. Such research methods as theoretical generalizations and comparisons; the comparative analysis; the system approach; a method of logic modeling and designing; a graphic method; sociological interrogations were used in the thesis. Theoretical and practical results of the research are allocation of the functions of a recreational zone which essentially have changed during market reforms in Ukraine; the disagreements in short-term and long-term planning are allocated; the efficiency of economic activity Pechenehy recreational zone is analyzed. The classification of macroeconomic factors of energy consumption in a recreational zone of a megalopolis forms the basis for improvement of the mechanism of state regulation of energy consumption, including the direct and indirect forms of state support of transition to progressive energy consumption technologies. Novelty: the conceptual approaches to energy consumption as the block diagram of state regulation of energy consumption in a recreational zone of a megalopolis are developed; the classification of the factors of external and internal economic environment is proved which determine beforehand vector and level of energy consumption of economic activity in agriculture of a recreational zone of a megalopolis; the offers concerning improvement of a technique of monitoring of a recreational zone of a megalopolis are developed; the methodical recommendations concerning reduction of energy expenditures and ecological loading of agriculture of a recreational zone are proved; the offers concerning changeof structure of commodity production in a recreational zone of a megalopolis with the purpose increase of a part of renewed not purchased power resources are developed. The results of the thesis have been introduced at the offers and recommendations concerning change of structure of power resources, which are used in recreational zones of the large cities (on an example of Kharkovs), are used by the Ministry of protection of environmental natural environment and nuclear safety of Ukraine. The conceptual approaches concerning transition to a power estimation of economic activity in a recreational zone of a megalopolis are used by development "The Programs of Development of Kharkovs till 2005" by a regional scientific society "Dialogue". The sphere of application of theoretical development is the methodical recommendations of the author which using in educational process at economic school of the Karazin Kharkov National University. The field of usage of practical development is the system of state regulation of energy consumption.
