Essay

The thesis for the scientific degree of candidate of technical sciences on speciality 05.07.12 -remote aerospace research - Centre for Aerospace Research of the Earth, Institute of Geological Sciences, National Academy of Sciences of Ukraine, Kiev, 2004. The technique of GIS and space information comprehensive use for meeting the crisis monitoring objectives has been offered. The GIS conceptual model oriented on space information use has been developed; it covers: the basis of ecological and technical, as well as social and economic information, ES models, the program of forming of landscape-industrial complexes digital maps, as well as the known specially developed techniques and computer programs for meeting the crisis monitoring objectives. Methods of decoding of space images for mastering aerospace shooting materials in GIS with the use of spatial and frequency analysis, markov models of images, as well as fractal geometry have been offered. The fundamental theory for implementation of the man-caused load level assessment on the researched territories has been considered. The technique of modeling and prediction of various ways of environmental situation development in the region in case of emergency situations, as well as the assessment of the risk level of man-caused accidents and ES evidence on basis of effects adaptive balance method has been provided. There also have been provided the examples of the received scientific data approbation in the course of experimental researches of the territories environmental state, as well as the assessment of possible man-caused accidents environmental impact in the regions of "Lukor" enterprise and "Druzhba" oil pipeline location, and in the city of Odessa.
