In the dissertation the process of forming, development and decline of the Ukrainian - Polish relations in 1918-1921 years is complexly investigated. On the basis of the regular analysis of wide spectrum of sources and the scientific literature it was determined the structure and the ways of settling a genesis in Ukrainian - Polish relations of the certain period. In the research the problem of relations between Poland and Ukraine in 1918, the process of setting up the diplomatic relations and their sense are carefully analyzed. The concepts of conducting Polish political groups in relation to Ukraine are given. In particular, the preconditions, the reasons of signing of the Warsaw agreement, its condition, consequences and character are clarified. A special attention is given to an external-political position of Poland as for Ukrainian question, which should be interpreted as an inexpressive, inconsistent and dependent from the political-economical realities of that time's events. It was found out the public, political, national factors, which did not assist development of relations equal in rights between the countries. The position of Poland as for Ukrainian question on the Riga peace talks is characterized in details and researched the character of the Ukrainian - Polish relations at their final stage.
