Rak T. The system analysis of reaction process of regional operative - rescue service divisions to a call

The thesis is devoted to development of methods of efficiency improvement and quality of process of reaction to a call of operative - rescue service divisions. On the basis of the system analysis of reaction process of operative - rescue service divisions on calls the complex approach to minimization of time of operative reaction which allows to reduce it essentially in comparison with existing approaches and provides reduction of losses from emergency situations is offered. The complex information-administrative descriptive model of reaction process to a disturbing call from the moment of a call receipt to the beginning of emergency situation liquidation is developed. The method of a rational choice of a fire station by criterion of a minimum of an arrival time of fire and rescue engines to object with an emergency situation is advanced. The imitating model for an estimation of efficiency of a fire station choice is developed, the model is realized.The method of minimization of time of operative - rescue movement fire and rescue engines to places of calls is advanced.
