Essay

The application problems are considered that are concerned with estimation of the situation and optimization of plans for evacuation and emergency operations. A mathematical model of the basic problem of estimation of the situation and routing is stated. For the problem of estimation of situation, time- and memory-efficient numerical methods are developed that allow to estimate the situation with taking account of the monitoring data that come from the probes that are irregularly distributed in an area of an accident. For the routing problem, the principal criteria and restrictions are specified, which are based on minimax and average values of time and dose. The methods of solving of the basic routing optimization problems for evacuation of population and emergency brigades are developed, which are based on reducing these problems to search of optimal routes and various transportation problems.
