Is this thesis described results of theoretical and experimental researches, which related with design of a method of measurement of distances before damages in conduction low-frequencies communication nets. This method is based on use of impulse reflectometry, phase method of measurement and results of their simultaneous measurements. In the thesis, classification of present methods of definition of distances to damages is adduced. The analysis of their advantages and lacks is made. The model of a communication line parsed in case of two damages at once. The consequent impulse-phase method and its mathematical model are designed. The distances search algorithm by using results of impulse reflectometry and phase method of measurement with an iteration method offered. Established, that usage of a consequent impulse-phase method has a capability to increase accuracy of distance definition up to two orders, if comparing with general-purpose impulse method. The structural and functional schemes of the automated distance-measurer are designed. Those schemes designed for use with an offered method. New schematics implementations of separate modules of a measurer are offered. Metrology maintenance is presented. Technique of realization of metrology certification of the device's parts and device as a whole are obtained. The submitted method was checked by comparing results of designed breadboard with laboratory device that was based on existing measuring instruments. In experiment was founded a capability to increase accuracy of distance definition up to one order.
