The dissertation proves the key part of special international organizations in solving the refugee problem during the XX century, analyzes the basic stages in the international cooperation concerning the mentioned problem. Simultaneously the influence of the Western European countries on the complex process of forming the modern international legal system for protecting the refugees is studied in dissertation; the peculiarities of their cooperation with refugees' organizations are also elucidated by the author.
