In a thesis the features of investment activity on a water transport are esteemed. The economic-mathematical model of a system of "port - fleet" is designed. The problem of optimization of distribution of the investments is encompass bayed looking up of such sequence of stages(phases) of escalating of powers of overload complexes, which one renders assistance full mastering by scheduled freight traffics and meets the requirements fleet. The solution of a problem of optimization of accommodation and development of fuelling facilities of a complex in two phases is substantiated. On maiden - distri-bution of scheduled volumes of petroleum between fuelling facilities of locale on years of the scheduled term. On second - optimization of sequence of condition of development of each of fuelling facilities for each year of planning, that provides in-dispensable production capacity under condition of given fastening of bases behind ports of service.
