Object of research are processes of planning of social charges at a level of region. The purpose of research is the theoretical substantiation and development of a complex of economic-mathematical models and methods of planning of charges of region on social needs for conditions of limitation of financial resources that allows to raise a management efficiency social development of region. Methods - logic, the analysis, synthesis, generalization, abstraction, the system analysis, the analysis of hierarchical structures, the theory of probability and mathematical statistics, economic-mathematical modelling, a method of functional modelling SADT, methods of decision-making. Results: the concept of planning of charges of region on social needs is offered; the complex of models of definition of quantitative characteristics of social risks is developed; a complex of models of forecasting of social charges of region with the help of use of models of calculation and the forecast of means; methodical approachesto integration of information technologies into process of preparation and decision-making on planning charges of region on social needs; the organizational - economic mechanism of planning of social charges in region. Novelty: for the first time the concept of planning of charges of region on the social needs, based on use of methodology of management by social risks is offered at planning social charges of region that allows to satisfy needs of the population for social protection for conditions of limitation of financial resources of region; the complex of models of definition of quantitative characteristics of the social risks, based on synthesis of models of identification and an estimation of risks which introduction in system of planning of social charges in region will allow to raise efficiency of distribution of financial resources of region on social charges is developed; the complex of models of forecasting of social charges of region with the help of use of models of calculation and the forecast of means that is necessary for a covering of adverse displays of social risks is advanced; methodical approaches to integration of information technologies into process of preparation and decision-making on planning charges of region on social needs that will allow to raise efficiency and validity of a supply with information of acceptance of scheduled decisions; has received the further development the organizational - economic mechanism of planning of social charges in region that allows to accept adequate to social and economic position in region administrative decisions on planning charges of region on social needs.
