The dissertation work is devoted to the development of the effective methods of forming ontological knowledge bases founded on tabular structure sources. It allows to improve the organization of electronic document management in Semantic Web. The new method of forming ontological knowledge bases was proposed. It also allows to enter new objects of a subject domain and to do purposeful search of ontological knowledge. The complex table model HTML is modified. The method of the analysis knowledge sources of tabulared structure is advanced and offered. It allows to in-crease a level of understanding of knowledge sources of tabulared structure at automatic processing and also allows to form queries for input of objects in ontological knowledge base. This method provides expansion of initial data by criteria's adjustment for interpretation of logic schemes. The new methods of forming instance based on tabular structure sources was proposed. It allows not only to enter data into ontological knowledge bases,but also provides processing data sets.
