Essay

The thesis is dedicated to a study of scientific, methodological and practical aspects of perfection of the informational and analytic support of the decision-making process in the Scientific and Technical Information system. Тhe thesis contains the intra-system provision of informational and analytic support for the functional systems' control, its main functions and phases, informational and analytic contours; it proves that informational and analytic activity is a scientific activity area; it offers a generalized system of informational factors of research activity using the General Theory of Systems; if defines phases of the electronic informational resource creation and consolidation of he scientific and technical information; it formulates the main provisions of the concept of government management of the national informational resources of the scientific and technical information system, and it formulates the technology of the informational and analytic process of support of the decision-making process in the scientific and technical information system. Developed and offered are scientific and practical basics for increasing effectiveness of using scientific and technical information in research activity: it assesses the interrelation between the patent statistics and scientific potential of Ukraine in certain branches of the economy; using the "Delfi" method, it identifies the national scientific and technical program and project implementation effectiveness assessment criteria; it examines characteristics of the informational and analytic support of the process of decision-making by managers in the scientific and technical information system; it substantiates the launching of the new specialty "Consolidated Information"; it gives examples of the using of scientific methods in the informational and analytic application.
