Matveyeva N. Price Levers of Reforming Housing and Communal Facilities as the Means of Regulating the Urban Development (exemplified by water-supply and heat-supply enterprises of the Kharkov region)

. Object of research is a financial-economic activity of enterprises of housing and communal sphere and a process of forming tariffs for housing and communal services in the regions of Ukraine. The purpose of the thesis is a generalization of scientific and methodic approaches to the process of pricing for production (services) of housing and communal enterprises and developing practical recommendations of improving way of tariff forming for services of housing and communal economy, determining leading pricing levers and developing their implementation techniques. Methods of research are as follows: methods of analysis and synthesis, logic generalization, statistical analysis, techniques of comparative analysis, mathematical and financial modeling. Solved problem is a problem of tariff forming as well as a way of alteration and approval of tariffs for housing and communal services has been defined under the conditions of competitive environment development and coordinating economic interests in themarket of housing and communal services. Implemented results are improved parametric model of profit planning for a heat-supply enterprise and an economically substantiated approach to differentiating tariffs for water-supply. Sphere of application is legislative and executive power bodies, the enterprises of housing and communal services and institutions of higher education.
