Darmogray V. The methodology of strategic planning of complex social-economic development of a region

The essence of the concept "strategic planning of a region" which, unlike existing ones, is given in the context of spatial development of regional productive forces is revealed; the author's interpretation of concepts: "innovation strategic planning", "regional statistical management" is given; the expediency of strategic planning as a base for improvement of processes of regional development management is proved and its priority use is substantiated. The system of principles of strategy development with orientation on the priority of social aspects of regions development is proved. Factors which determine the stability of functioning of regional reproductive process and provide balancing of its main elements, define the efficiency of functioning of regional economics and improvement of population life are determined. New approaches concerning an estimation of the level of complex development of a region and its management are developed; the first and foremost conditions and factors, which are to be taken into account at working out of a complex of measures for increase of the efficiency of management by complex social-economic development of a region are substantiated; the essence of transformation forms of strategic planning is determined and the valuation of their efficiency is made.
