Balak I. The State Regulation Mechanism of the Problem Region Economic System Development

The actual problems and scientific-methodical aspects of the activity of the state regulation mechanism of the problem region economic system development are researched in this thesis. The main point of the concepts “region” and “problem region” are determinated and the definition of “problem economic system state regulation” is treated in the investigation. The author proposes to classify the regions of Ukraine in accordance with some characteristics such as nearness to the border, position to the state administrative centre, domination of the economic activity spheres, ecology system condition, economic-social development. The scientific-methodical constituent in the realization of the economy state regulation is proposed to use the function of the negative processes self-regulation that is necessary to introduce with the method of the problem region economic system self-regulation. It is proposed to change the limits of the distribution of the profits from the physical person incomes taxation in favour of the local budgets to reduce the rate of the region economy problemacy. The model of the improvement of the state and local budgets formation process is presented. The necessity of the diversification of the economic sense of the physical persons income tax is substantiated.
