The dissertation is devoted to the problem of solving the scientific task of forming the effective management mechanism of region's innovative potential. The organizational model of management of creating, effective functioning and development of region's innovative potential is offered. The essence of notion "innovative potential of region" is specified as well as its structure and functional settings. The aspects of researching the factors of development and methods of estimation of region's innovative potential received their further development. The econometric model of innovative potential's influence on region's development is worked out.
