Object – managerial processes by social and economic development of region; the purpose – a substantiation of the theoristо-methodological bases and recommendations on improvement of economic and social development of region on the basis of formation and realization of the mechanism of a the program-goals management; methods - settlement-constructive, monographic, economic-statistical modelling, forecasting and programming; novelty – methodological approaches to formation of target programs for the first time are proved, the model of an estimation of levels of differentiation of development of regions is developed; results – are developed offers on formation of passports of social and economic development of city, the organizational model of the coordination center on formation and realizations of target programs is developed; it is introduced in an economic practice.
