In thesis on the base of great amount of archive materials and published documents is researched process of appearance and action oh the institutions oh "Polish Underground State" during the period of the Secons World War (1939 - 1945). The auhor thoroughly analyzes appearance of civil underground in the first years of the war, setting up the system of cooperation of different organization, preparing coordinated program. Find out the princeples and problems of development of institutions of underground power during 1941-1943. Seperately functions of "Polish Underground State" humanitarian, econnoical, law and other fields is annalized. Also is shown contradictional minds of different representatives of polish underground movement about Ukrainian question.
