Object of the research: innovative processes of regional level. Aim: development of methodical recommendations for the tool improvement of regions innovative potential evaluation. Methods of research: logic analysis, supervision, historical and situation approach, selective questionnaire, verification of hypotheses, system structural analysis, taksonometric method, analysis of hierarchies and ranging, graphic and graphico-analytical. Determined: region as economy-spatial object of innovative development, system of indexes for innovative potential estimation, mechanisms of estimation and prognostication innovative potential development. Developed: structural model for determination component parts of innovative potential, method of the regions rating ranging on the level of innovative development, organizationally-informative providing of regional innovative development. Implemented: methodical recommendations for the choice indexes of innovative potential evaluation, economy-mathematical rating estimation tool of regions and industries innovative potential, organizationally informative recommendations in relation to introduction of innovative strategy in the mechanism of management innovative development of the Kharkov region. Application domains: for structural alteration of the Regional innovative system, monitoring of innovative processes, development of balance mechanisms and forming strategies of development in research institutes, organs of regional power, production enterprises, higher university.
