Stepanov V. Experience of implementing of the Federal Republic of Germany's foreign policy (1990-2005).

This thesis is a first scientific generalization of historical peculiarities and evolution of the mechanism for implementing by the Federal Republic of Germany its foreign policy, as well as an analysis of its functioning on the basis of Ukrainian-German relations. Author has discovered and explained main regulations of the Fundamental Law (Constitution) of Germany regarding the system and jurisdiction distribution between the constitutional bodies in foreign policy sphere. It is also examined main peculiarities of the authorities delimitation mechanism between Federation and its individuals. For the first time in Ukrainian historiography it is researched through historical evolution the peculiarities of foreign policy functions of the Head of State, as well as both Chambers of the Parliament, Federal Government and special bodies for foreign policy. It is carefully analyzed the foreign policy jurisdiction of the Federal Government and, in particular, of the Federal Chancellor. On the basis of systemsanalysis it is researched main functional peculiarities of the role of foreign police special bodies in Germany, as well as a special role of the Federal Foreign Ministry. It is explained not only some basic normative and political conditions for its practical activities, but also important details of its staffing policy and personnel selection in accordance with its professional references.
