Object - processes of reforming of management by regional development, the structural organization and functioning in conditions economy; the purpose - a substantiation of methodological approaches and development of recommendations on reforming system of regional management; methods - the system approach, the analysis and synthesis, generalization and comparison, graphic, cartographical, monographic, index, settlement-constructive, balance, normative; novelty – the economic contents for the first time is certain and the essence of concept organizational-functional reforming of regional management, as separate subsystem of the activity directed on change of structure and functions of bodies of regional authority is opened; Results - the economic-mathematical model of dependence of efficiency of economic activities of administrative units of region from a condition of administrative activity on places is generated, offers on improvement of the administrative-territorial device of the country of the sample of the incorporated Europe are given. Reforming of an a control system by regional development is offered to be carried out on the updated scientifically-methodological base in which basis the complex approach and the system analysis is put; it is introduced in an economic practice.
