The research results for characteristics of the low-lying collective excitations in complex nuclei, such as the energy of collective transitions, their reduced probabilities and energy weighted sum rules, were presented in terms of the transport coefficients of the linear response formalism within the semiclassical Gutzwiller theory and the Strutinsky shell-correction method in the thesis.
