Dissertation is devoted to organizational and economic providing of competitiveness of a build complex of region. An author developed the conception of strategy for innovative development of a build complex of region, which must provide the increase of investment activity and efficiency of capital building. Basic theoretical and methodical principles are considered. New approaches to the estimation of competitiveness of a build complex are offered. The developed model of functioning the enterprises of a build sphere in the conditions of real or possible network with basic elements of economic environment allowed to formulate the determination of a build complex and conceptual principles of subjects' intercommunications of build complex in market conditions. Within developed strategy the necessity of stimulation of energy saving on principles of complex approach including economic, institutional, organizational and social components at regional level is grounded.
