Butyrina V. Functioning efficiency increase of housing and communal economy in industrial town

Object of research: functioning of the enterprises of a housing and communal economy (HCE) in industrial city in conditions transformation of processes in a national economy. The purpose of research: demonopolizing of the market of housing communal services on the basis of a theoretical substantiation and methodical maintenance of measures on increase of efficiency of functioning of the enterprises HCE. Methods of research: economic-mathematical modeling, expert estimations, questionnaire, grouping, selective inspections; the theoretical and logic, statistical, comparative and critical analysis both synthesis. Theoretical and practical results: are profound, have found the further development and the scientific-theoretical rules on functioning the enterprises HCE are advanced. The received results are by methodical bases of process of formation of regional policy rather HCE, can be used in activity of bodies of legislative and executive authority at its reforming. Have found practical application in activity: Lugansk regional advice, Association of cities of Ukraine, the Managements of a housing and communal economy Alchevsk of urban advice of Lugansk province, are used in educational process of the Donbass state technical university. Scientific novelty: for the first time are offered definition of factor of transfer of a covering and branch approach to definition of a level of achievement of the purposes of increase of efficiency of functioning of the enterprises HCE. The approaches to an estimation of structural deformations in economic structure HCE are advanced; definition of strategic directions of functioning HCE by introduction autsourcing; System of formation of contractual mutual relation and financial flows in HCE. Have received the further development: methods of positioning of the enterprises HCE; definition of conformity between socio-economic potential of the industrially advanced city and condition HCE, substantiation of essence of personnel maintenance ЖКГ and process of strategic planning of its development. By sphere of use is activity of the Ministry on a housing and communal economy of Ukraine, regional state administrations, bodies of local self-management; research establishments on a structure of scientific work; higher educational institutions.
