Theoretical and methodological problems of studying the potential of higher education as a main element of regional educational system development are considered in the dissertation. The recommendations for improvement of the mechanisms of its formation in the regional development management system are determined. The basis of the theoretical and methodological study of the higher education potential is specified. The notion of the higher education potential is determined from the point of view of systematic approach and of economics of knowledge. The quality characteristics of the higher education potential are studied. The regional peculiarities of the formation and development of the higher education potential are developed. On the basis of the sociological survey of higher education workers the way of usage of the higher education potential are determined in condition of innovation model of economy. The social and economical mechanism of new potential of higher education formation is built. The monitoring mechanism of higher education potential assessment is determined. The methodology of the higher education potential assessment in regional educational policy is improved
