Theory of energetic spectrums of electron, hole and exiton (with consideration for energy of electron-hole interaction) in cylindrical quantum wire with two cylindrical quantum points both with both present and absent constant external electric field was developed in the model of rectangular potential barriers and approaching effective masses for quasiparticles. Possibility of targeted alteration of quasi particles spectral parameters by change of external electric field voltage value is shown.
