Gayko E. Improvement of concession mechanism stimulation of investment activity in municipal economy

Object of the research: process of municipal economy development in a region. Aim: theoretical background and developing scientific and methodological approaches and practical recommendations regarding improvement of concession mechanism on stimulation of investment activity in municipal economy of a region. Methods of research: statistical analysis, project and investment analysis techniques, expert evaluation, mathematical method of optimization and system analy-sis. Determined: indicators of the risks and opportunity takes substantial impact on the concession projects on the common country level, regional and city level. Improved: model of complex appraisal of concession projects, which allow to appraise economical expediency of concession for main participant of concession: concessioner, principal and creditors. Proposed: procedure of competitive bidding as method of award concession takes into account three groups of qualification criteria: preliminary conditions, technical and financial criteria. Application domains: regional authorities; municipal and state enterprises and organizations; institutions of higher education.
