Sukha J. Housing and Communal Economy Efficiency Increase in Kirovograd Region

Object of research: processes of functioning of housing and communal economy (HCE) in regions in modern conditions. The purpose of research: reduction of a condition and parameters of functioning HCE in region to a normative level by perfection of the appropriate theoretical rules, check of existing practice and development of the methodical recommendations. Methods of research: methodology of the system approach, logic and comparative analysis, organizational designing and economic-mathematical modeling. The theoretical and practical results consist in development of a new direction in the approaches to an estimation of efficiency of functioning HCE in region both complex of the scientific-methodical and practical recommendations concerning increase of its functioning. The theoretical rules are lead up to a level of methodical development, practical recommendations and technologies, are used by senior Management of housing and communal economy of the Kirovograd regional state administration, Department of housing and communal economy of the Kirovograd urban advice, Municipal enterprise „Communal-96", in educational process: the Kirovograd institute of commerce and Cherkassk state technological university МОН of Ukraine. Scientific novelty: the business-model of managing organization as perspective form of professional management of inhabited fund in region is constructed; are advanced: methods of the analysis of a modern condition HCE in the country; an estimation of efficiency and structure of strategy of increase of efficiency of functioning HCE in region; receptions of definition of opportunities and prospects of development HCE; have received the further development: definition of essence HCE in region as sets of the economic relations; Definition of attributes of system character of granting of housing and communal economy, as the coordination of interests and actions of the manufacturers, consumers, state; generalization of world experience of development HCE; the concept of effective introduction of the tariff-and-price mechanism of granting of housing and communal services to the population on the basis of the coordination of interests of their manufacturers and consumers.
