Svetlichnaya Y. Providing of the steady functioning of the territorial economic systems

Object of research: process of functioning of territorial economic systems (TES). The purpose of research: preservation positive trend, which have developed in movement of territorial economic systems, on the basis of theoretical generalization, results of the analysis of practice and methodical substantiation of measures directed on maintenance of their steady functioning. A method of research: dialectic; the system approach; economic-mathematical methods of grouping, verbal-numerical scale Harington; a lot of the factor regress and method Djordano-Gauss. Theoretical and practical results: is profound, have found the further development and the scientific-theoretical rules concerning an estimation of stability of functioning TES are advanced. The theoretical conclusions are lead up to a level of the concrete recommendations, were used: by development of sections of the regional Program of socio economic development and Strategy of socio economic development urban Makeevka till 2015 year; at formation of the annual perspective plans of development of сentral-urban regional administration of Makeevka urban advice of Donetsk area; by preparation of strategy of development of concern "DonetskRegAgraСonstr"; in educational process in the Donbass national academy of construction and architecture Ministry of education and sciences of Ukraine. Scientific novelty: the information database for an estimation of stability of functioning TES is offered; are advanced: the methodical approaches to the analysis of use of economic potential and estimation of steady functioning, parameters of quality of life of the population; receptions of the comparative analysis of parameters TES, approach to definition a strategic determinant of steady functioning and methods of ordering of organizational measures on maintenance of its steady functioning. Have received the further development: definition "territorial economic system"; the theoretical argument of occurrence and amplification of interrelation between hierarchical levels TES (nation-wide, regional and urban); a substantiation of attributes of steady functioning. Sphere of use is the activity of bodies of the executive authority of a regional level and local self-management; research establishments on a structure of scientific work in sphere of regional researches; higher educational institutions.
