Dissertation is devoted to development of methodology and quantitative tool for the management by objectives by steady development of region that ground rational trajectory after the criteria of growth of perspective levels of the social state and vital potential of population. Classification of principles of the state control system by socio-economic development of region is improved. Сomplex of socio-economic indicators of socio-economic development of region are ground. Offered methodical approaches to estimation of socio-economic development status of region on the basis of ranging egions after the complex indicator of level of social development. Aims, terms and criteria of regional development on the base of conception of steady development of region are ground. Methodical approaches are developed to prognostication of socio-economic development of region on the basis of the use of ekonometrycheskye models, complex indicators and scenario approach. Certain perspective trajectories of development of the SЕS region and directions of concentration of economic potential for creation of investment terms of growth of level of regional development.
