Object of research - the organizational-economic mechanism of functioning of agriculture. A research objective - development and substantiation of theoretical and methodical positions, and also working out of the recommendations directed on perfection of the organizational-economic mechanism of functioning of a regional dairy complex. Research methods - theoretical generalization, the comparative, index analysis, grouping, economic-statistical, economic-mathematical modeling. Practical value of the received results consists in working out the basic directions of improvement of state regulation of business economics of the dairy industry at branch and regional levels. Scientific novelty of the received results consists in that for the first time it is given reason that agro industrial integration and agricultural cooperation is formed on principles of development of ground relations in region. It is improved: theoretical-methodological approaches to formation of the organizational-economic mechanism of functioning of a regional dairy complex; a complex of the organizational-economic actions directed on development of ground relations in region; methodical approaches to estimation of economic efficiency of a regional dairy complex. A substantiation of some the most important conditions of formation of the market of milk in region, and also its specific features; conceptual approaches to formation at the enterprises of a regional dairy complex of systems of a quality management; working out of the mechanism of optimization of managerial processes by quality; the system approach to the state support and formation stimulation in agrarian sector of the optimum market environment have the further development.
