Essay

The dissertation is devoted to the investigation of the problems of the rise of statehooc in Belarus in 1917-1918. A number of preconditions, that led to the proclaiming of the Belarussian People's Republic in March, 1918. At the beginning of the XX century the idea of Belarussian renascence included not only cultural and educational tasks, but also the forms of national self-determination. The politacal and social foundations of the Belarussian People's Republic as a democratic country were proclaimed by statutory documents.
